Once thought of only as a backyard storm drain, the LA River now presents an opportunity to create a green-belt of open space, recreation and community centers, schools, housing, and mixed use development. What will it take to bring about cross-municipality and multi-agency cooperation to convert rail yards into front yards, concrete into wild life preserves, and low-valued land into jobs and empowerment zones?
