Mayor's Forum TAPs Into ULI

On January 14, 2003, the office of Los Angeles Mayor James K. Hahn joined with representatives of City Council districts for a conference on affordable housing development. The event, Creating New Public/Private Partnerships for Urban Development, held at the Radisson Hotel Midtown, included case study panels hosted by members of ULI Los Angeles' Technical Assistance Program (TAP).

Each of these case studies focused on developments in four separate City Council districts (8, 9, 10 and 15). The developers of these four projects are Trinity Community Development Corporation, Canaan Housing Corporation, Meta Housing and New Economics for Women. Their projects included two in the planning stages, one that is ready to start building and one that is partially complete. (The conference was the first of four in the coming months, with the goal that each Council district in the city will benefit from ULI LA's TAP expertise.)

All four projects incorporate elements of affordable housing: combining affordable and market-rate units, sticking to 100 percent affordable, or adding a mixture of uses, including community facilities.

Panels consisted of ULI experts in issues that include concept planning and land use, financing and mixed-use development. Among the issues discussed were: site plan and master plan review; staying competitive while maximizing open space; and analyzing challenging site-design issues. The panelists responded with recommendations of got involved in the process, contributing advice related to their knowledge and experience.

By all accounts, participants left the event with the sense that the interactive nature of the panels added to their success. And project sponsors left with a great deal of food for thought.
